Immigration Alert - India Launches Trusted Traveller Programme for Faster Immigration Clearance

1. Background

The Government of India has introduced a Trusted Traveller Programmeaimed at streamlining immigration processes. This initiative is part of an ongoing effort to modernise the immigration system and provide a smoother and faster immigration experience to travellers at international airports. This programme will feature electronic gates (e-gates) to allow pre-verified travellers to bypass traditional immigration lines. The programme will be implemented in two phases. Indian citizens and OCI cardholders shall be covered in phase one followed by foreign citizens in phase two.

2.Change/ Development

The Trusted Traveller Programme is set to launch as a pilot project at Delhi and Mumbai airports this year. It plans to expand to 15 more airports by 2027, with the goal of full implementation at all international airports in India by 2032.

Step-by-Step Application Process:
  • Online Registration: Eligible individuals must apply online through the designated portal.

  • Submission of Details: Applicants need to provide their details and required documents as specified in the application form.

  • Biometric Data Submission: Applicants must submit their biometrics, including fingerprint and facial image. Biometrics of 'Trusted Travellers' will be captured either at the Foreigner Regional Registration Office (FRRO) or during their passage through the airport.

  • Verification Process: The provided information and biometrics will be verified by the authorities.

  • Whitelist Creation: After successful verification, a whitelist of 'Trusted Travellers' will be generated.

  • Implementation through E-Gates: The whitelist will be implemented through e-gates at airports, enabling automated immigration clearance.

  • Validity and Renewal: The registration will be valid until the passport's expiry or for five years, whichever is sooner, and can be renewed thereafter.

Usage Process:
  • Arrival at E-Gates: Registered passengers arrive at the e-gates at the airport.

  • Boarding Pass Scan: They scan their boarding pass issued by the airline to retrieve their flight details.

  • Passport Scan and Biometric Authentication: Passengers scan their passports, and their biometrics are authenticated at the e-gates.

  • Automated Clearance: Once identity and biometric authentication are confirmed, the e-gate opens automatically, granting immigration clearance.

This programme leverages advanced technologies such as biometric scans and automated document verification and is designed to significantly streamline the immigration process. Delhi's International Airport has already installed three e-gates, with more installations planned as the programme expands. Inspired by the Global Entry Program in the United States, the Trusted Traveller Programme aims to expedite clearance for pre-approved, low-risk travellers.
