The procedure for the amnesty scheme for one-time settlement of defaults in EO in respect of the Advance Authorisation and Export Promotion Capital Goods scheme was provided vide Policy Circular no.:01/2023-24 dated 17 April 20231. wherein it was inter alia stipulated that the application for the amnesty scheme would be made online.
DGFT has now issued a Policy Circular allowing exporters to electronically file such applications in manual mode through (http://www.amnestyscheme.in) in the following circumstances:
- The data for authorisation/ licenses are not available in the online database of the Export Obligation Discharge Certificate (EODC) module of the DGFT website.
- There is a persistent problem in filing online applications for Amnesty Scheme.
The procedure for filing such manual applications is as under:
- Application to be electronically filed on the aforementioned website stipulating reasons for filing a manual application.
- Upon submission, the physical signed copy of the online form should be furnished to the concerned Regional Authority (RA) within the prescribed time limit i.e., 30 June 2023, against receipt of acknowledgement in the form of computerised receipt.
- On receipt of such application, RA is to examine the application and confirm the shortfall through a letter, post which, Applicant is to discharge requisite duty along with interest and provide proof of payment in response to such letter.
- RA may examine and consider granting EODC which shall be issued through the online website of DGFT only.
- RA is to process the application within 3 working days.
